Access to submittals comes from the roles people hold, at company level or on a project. In the roles screen, the area is called Submittals, with three levels.
The three levels
| Level | What it allows |
|---|---|
| Read | See submittals and their files, workflow and history, comment, print the PDF log, export to CSV, and save personal views. |
| Respond | Everything in Read, plus respond on a workflow step you're on, with a stamp, a message and files. Nothing else: no new submittals, no edits, no workflow changes, no distributing. |
| Admin | Everything in Respond, plus: log and edit submittals, attach and remove package files, add and change workflow steps, revert steps, record anybody's response, return a trip, send, resubmit, close and distribute, redistribute, hide comments, see the Emails tab, and generate submittals from the spec book. |
The submittal manager named on a submittal can also pass it to someone else, whatever their level.

Important
By default, Project Managers can review submittals but can't log, send or distribute them; only Project Admins and Super Admins can. If your project managers run submittals, give them a role with Admin on submittals.
What people without access see
- With no submittal access, Submittals doesn't appear in the project sidebar.
- With Read or Respond, New, the editing controls, the workflow buttons, Open & Send Email, Close & Distribute and the Emails tab aren't shown, and details are plain text.
- With Respond, Edit response appears only on your own rows.
